One of our greatest bug bears here at Researching Reform is the continued insistence by government, foster care and adoption agencies of trying to source carers for vulnerable children through financial incentives. It is a battle we have been fighting for several years and we are dismayed by the current figures showing a sharp rise in children going missing from foster care.
Clearly, the current system does not work, and it is making things worse.
As far back as 2012, adoption agencies for example, have been at liberty to not only advertise children for adoption, using their photos, names and other personal details, but they have shown no hesitation in using so-called ‘benefits’ to attract carers. Remember Foster Care Agent? They were, and still are, an active agency looking to recruit foster carers through financial incentives like holiday breaks, income and other sources of financial ‘reward’.
“The reality is that ££ grab people’s attention, just as it has yours.” Yes, but the difference is that we are not looking to take children into our home so that we can increase our income. We are reading on, in horror.
Google the phrase “why foster care fails” and what comes back is astounding. From glaring oversights where children have been subjected to the most awful sexual and emotional abuse, to the ongoing debate over whether carers should be paid ‘professionally’ for parenting often very vulnerable children (the comments section makes for enlightening reading), the one thing that seems to be missing from these discussions is the critical aspect of love.
As long as we allow cost to dominate the debate in foster care, we will never make any headway in helping distressed children blossom into confident, happy adults. And whilst everyone understands that looking after a child is an expensive affair, this element of parenting, because that is really what this is all about, should be very much secondary to ensuring that these children get what they need – a loving, and secure home.
We already know that placements break down because the families taking in children are not prepared or able to look after and love them, and we also know that a lack of stability runs through the entire system, making children feel even less cared for and secure. The most commonly cited factors for foster care placement breakdown are:
- A change of social worker
- Over-optimistic expectations
- Placement breakdown, particularly for teenagers
- Any policy or practice which generally discourages children from remaining fostered after the age of 17
- The child’s level of emotional disturbance and motivation to remain in the placement also appears to be a key factor.
It should be obvious that these factors cannot in any way be addressed by financial incentivisation. What we see is a system which is under incredible strain, staffed by fleeting and often less than competent professionals, and far too many carers who are clearly not fit to love and care for these children. Financial incentive does not target and attract the right carers – it simply fulfils a function by dumping children with anyone who will take them.
Isn’t it time we looked at the way foster care, and adoption is run in this country?

If fosterers receive 3 or 4 kids they get over £2000/week ! Very nice and a good motive to brainwash children into disliking the parents who the kids think left them there as the parents were not allowed to explain the truth at contact.

(c) Child pornography means any representation, by whatever means, of a child engaged in real or simulated explicit sexual activities or any representation of the sexual parts of a child for primarily sexual purposes.
Article 3
1. Each State Party shall ensure that, as a minimum, the following acts and activities are fully covered under its criminal or penal law, whether such offences are committed domestically or transnationally or on an individual or organized basis:
(a) In the context of sale of children as defined in article 2:
(i) Offering, delivering or accepting, by whatever means, a child for the purpose of:
OFFERING BY ANY MEANS YES A CHILD FOR PROFIT
a. Sexual exploitation of the child;
b. Transfer of organs of the child for profit;
c. Engagement of the child in forced labour;
(ii) Improperly inducing consent, as an intermediary, for the adoption of a child in violation of applicable international legal instruments on adoption;
(b) Offering, obtaining, procuring or providing a child for child prostitution, as defined in article 2;
(c) Producing, distributing, disseminating, importing, exporting, offering, selling or possessing for the above purposes child pornography as defined in article 2.
2. Subject to the provisions of the national law of a State Party, the same shall apply to an attempt to commit any of the said acts and to complicity or participation in any of the said acts.
3. Each State Party shall make such offences punishable by appropriate penalties that take into account their grave nature.
4. Subject to the provisions of its national law, each State Party shall take measures, where appropriate, to establish the liability of legal persons for offences established in paragraph 1 of the present article. Subject to the legal principles of the State Party, such liability of legal persons may be criminal, civil or administrative.
5. States Parties shall take all appropriate legal and administrative measures to ensure that all persons involved in the adoption of a child act in conformity with applicable international legal instruments.

Financial incentives attract those who want to make money and are not the least interested in the child or what happens to that child in the future but shush… social services know this but they have targets to reach! Few fosteres do it for altruistic reasons. Easy to check though, take away the money & incentives and see who would foster then. They would be crushed in the rush to leave fostering!

This kind of extreme child abuse appears to be practised in secret societies that tend to be based on ideological aberrations of religions, political power structures and/or commercial sexual exploitation.
A single mother attempted to obtain a police report regarding a sexual assault on her child. The account provided by the mother would suggest to any neutral observer that the mother was rather obviously ‘set up’ in a child trafficking sting and fell for a trap. Police, Paediatrician, Social Workers and Psychiatrists found it ‘easier’ to claim that the mother was delusional then squaring up to an utterly dangerous serial offender. Vital evidence was withheld from a Clinical Psychologist who meekly went along with what everyone else had said – completely failing to cover the two ‘index incidents’ in the final interview.
While in ‘foster care’ the boy had 5 chest infections in 12 months, head lice on 3 occasions, cuts and bruises at several occasions, became anaemic as another ‘blood sample’ had been taken (as the original one allegedly ‘got lost’) and wore shoes that were too small. He showed exactly the kind of temper tantrums that a toddler would show who had been traumatised through a sexual assault and was being prevented through a regime of secrecy from talking about exactly that topic – his trauma.
Due to the ‘made up’ diagnosis Schizophrenic-Schizoid-Paranoid of an inadequate Psychiatrist the mother was not allowed to have unsupervised contact and was immediately censored when getting onto personal topics in contact. However due to a kind of ‘secret language’ that the two developed the mother concluded that a female toddler also taken into the care of the same foster family was ‘getting it’ from her boy. In addition a new born baby had been added to the foster family thus netting around £60k tax free per annum for providing ‘care’.
The female foster carer had provided extremely unfavourable (and seemingly ‘made-up’) evidence against the mother and may well have encountered her some 10 years earlier in the context of an Organised Ritualised Crime Abuse Network (ORCAN). A compromise allegation against the 1st Psychiatrist (who made self-incriminating remarks) was ignored by Council, legal aid solicitor, social workers, guardian and judge (who reportedly encountered the mother when she was a teenager).

Barely non existent checks (CRB’s, not really worth the paper they are written on ) on potential candidates to off load the the kids onto. This might be the reason why 1 in 4 kids (estimated but considered to be just the tip of the iceberg) are abused whilst in care!
Family members disregarded with the stupid belief ” the apple doesn’t fall far from the tree”. Funny how that mentality is dropped and parents are not blamed when it concerns someone higher up the pecking order!

In America, Moira McGrath Tierney is not a lone voice. Changing their models of social work practice have resulted in better outcomes for the children and communities. How have they achieved this when before they have failed?
They have changed their mindset to include the “family of origin”. Such a simple concept. They are making funding availiable to invest in families and not in “placements”

I have a problem with family courts taking a child into care on the “balance of probabilities” After all that is just someone’s opinion! We all know how peoples opinions change according to whatever variables are at work.
