An adoption agency in Ireland which was found to have registered births illegally has gone into voluntary liquidation.
St Patrick’s Guild’s liquidation which was announced in December comes seven months after The Department of Children and Youth Affairs confirmed that the agency had been responsible for 126 births being illegally registered between 1946 and 1969. The liquidation raises questions over whether potential and pending legal claims against the agency will ever be settled.
The phenomenon, which goes hand in hand with illegal adoptions, is not just a historic one. Last year media outlet the Irish Examiner revealed documented cases of illegal adoptions and illegal birth registrations taking place in Ireland as recently as 2010. The newspaper also revealed that the Adoption Authority (AAI) had warned the department about the size of the problem on three separate occasions, first in 2011, then in 2013, and again in 2015.
The news of the illegal birth registrations at St Patrick’s Guild led to Children’s Minister Katherine Zappone announcing a “scoping exercise”, to see whether the practice was widespread. The exercise, which began last year, involves the forensic examination of records. The final report was due in October 2018, but has now been delayed until April, as the number of potential illegal adoption cases continues to rise. The Times reported in June that a further 140 cases of possible illegal adoptions were being investigated by Ireland’s Children’s Minister.
The department has declined to reveal details of the 150,000 records that have been examined in the review or the methodology used. The scoping exercise has also been criticised in Ireland for only focusing on illegal registrations instead of including all types of illegal adoption.
Families in Britain are also accusing local authorities of registering births and adoptions illegally with documented cases seen by this site as recently as last year. A growing number of birth parents who have lost children to the care system are calling out adoption agencies who fail to record their child’s details properly on adoption certificates, and in some instances never going through with the adoption at all. Child rights campaigner Michele Simmons, who made a Freedom of Information request in 2017, is concerned that the errors are deliberate omissions made with a view to making children taken into state care untraceable.
Simmons would like policy around adoption certificates changed so that every agency and council is under a mandatory duty to provide parents with copies of adoption certificates as soon as they are produced.
Oh Natasha, I’m in tears having someone take me seriously and again, I’ve just told my son here how I still believe his adoption was illegal and how much you have always believed in me. It really does affect you, you know until/If a serious investigation gets done like I’ve tried before, for my son and I.
I absolutely do believe that it should be mandatory for all parents to be given copies of their child/ren’s adoption certificates, because I’ve a strong gut feeling that what’s happened to my family and these others here is only the tip of the iceberg.

I would just like to let any parents out there know, who may feel worried or concerned, that they can still all request a copy of their child’s amended/annotated newer birth certificate and it needs to be the FULL one they request. Very important, because only the FULL one will state *adopted on it although my circumstances are a bit more complicated than that to explain it all here.
If anyone else discovers there are two ‘alleged’ Adoption Certificates, no ‘alleged Adoption Placement breakdown then I would be very interested to hear them.
Hopefully a Petition can follow with your excellent blog post included for parents to try and achieve the mandatory copy of the ‘alleged’ Adoption Order, which too would then make the newer birth certificate potentially alleged or illegal too Xxxx

RR actually consciously set aside the idea of doing a petition for this – specifically one asking the government to carry out an investigation just like the one being done in Ireland right now outlined in this post – thinking that this would be something you may wish to do. Thank you Natasha, I will get onto creating a Petition like you said. Well my son could not be traced on the entire England and Wales Adoption register and I’d requested both the newer birth certificate and the adoption certificate but I’d done so twice, a few years apart because there was a problem with the surname to the one I’d been led to believe it was even though I could not be told it. I got to see what it was, with something I got sent through the post since. Then when my son was 17, I learnt there had been an alleged mistake with the surname from a Clerk at Court and I was able to prove it but that evidence got dismissed straight away without the Judge being sent it as promised as I recall. I say alleged, I have copies of them. It’s the legality side why I’m questioning the authenticity. I even got refunded for one of the said Certificates and I have said invoice for it. I requested an explanation from the GRO and was not given one as to how it got found or traced when there had been no trace. I have a full record of everything. It all got done behind my son’s back as it was put down to a mistake.
What will likely happen if a parent challenges it through Court is they could be Restricted from naming names and/or places ECT where no time limit applies. They could not have a fair Hearing under Article 6 hrs 1998/ECHR where all their evidence is not considered/taken into account properly and they could be told there is no Jurisdiction to investigate as well as the parent could be pacified with being told something as feeble and chronic as well there was a Care Order. It does not automatically follow that just because there was a Care Order there was an Adoption Order. It is known my son wants answers too and he has not been given them even though a letter signed by him followed.

This being a good thing there is also the problem of LAs being known for writing lies in official paperwork etc and the reality of two sets of the same paperwork being produced, one for the parents, the other for the court etc.
is it conceivable that they could also tamper with the copies of adoption certificates supplied to parents.

Yes. It has to be. Where they come unstuck is where e.g. Cafcass has one set of years for your Case allegedly running and the Council have a different set of years. The Council hold copies of the Care Records and they are meant to be checked periodically as to their correctness. I’ve already had one admit in a Professional Capacity who I complained about ‘re investigate their own Complaint I made about them. They admitted my records had been thoroughly investigated when I’d taken it to Stage two. So any mistakes should have been spotted before and better still not made before. I can only conclude then they were deliberate mistakes applying the logical mind xx

the worrying thing about all this is children could be being trafficked for nefarious purposes , that may seem shocking but i believe it to be a possibility , a child should be traceable and there are no statistics or checks done to follow that childs progress to make sure child safe , and again wheres the accountability ? If professionals faced accountability they wouldnt have the attitude they could do whatever they wanted if they faced jail etc

I contacted the GRO today as believe my daughter is one on 0300 123 1837 and had to fight to be put through to the adoption line. Initially they said they could not help without an adopted name being supplied. Eventually I was transferred and told there is two separate documents therefore refusing to supply this certificate to me I explained it was mandatory I be supplied this information and have been put through to a manager.Diane shes said could not comment ! and explained I need too contact the GRO in northern Ireland.0300 200 7890 I telephoned them straight after and spoke to Shannon. and she said that she would put me through to someone who could help Diane .I explained that I had been told that you cannot supply this mandatory document and that through their call center several documents was available. Dian told me that they dont do an annotation copy and I would need to email GRO_nisra@finance-ni.gov.uk.

Natasha, . I think you will find children from East Sussex have been placed in this peril by the conduct of a social worker who was moved to Maidstone from East Sussex. I did raise a complaint with he relevant bodies but so far nothing positive has comeback.
I have contacted Amber Rudd MP as my MP and asked her what she intends to do about this. Her office said they will look at it look at it.

If this is the case, you will need to contact the General Register Office for England and Wales (on the link below) I would also recommend contacting the Local Authorities involved and the County/Family courts.

Firstly as the father of my child [edited] I have never been informed legally of any court action in Northern Ireland and no other information other than finding out my daughter (FOR who which I have PR) carer had DIED!. Therefore any hearing would have been conducted illegally. If you are aware of such court hearing then would you please notify me or kindly notify your relevant authority of this additional crime and inform me with full disclosure of any illegal court hearings. conducted in my daughters names which seem to be arranged at illegally via a rogue social worker in England and organisation in suspicious organisation [edited] Northern Ireland who is unfit to call them selves social workers in my opinion having misled me on countless opportunity. My understand that there should be a fair hearing under Article 6 HRS 1998/ECHR. Why am I being given feeble and chronic information?
I understand the judicial position is that only certain Judges on register can conduct hearings to lawfully remove children to another country . This did not occur in England.
You seem to have not addressed this matter of illegal adoption or register of birth through this organisation St Patrick’s Guild. Neither have you followed your mandate to release registration information on this adoption or changes to the register in this modern amended/ annotated FULL certificate as you disclosed publicly in FOICR 4385. Please kindly provide this certificated information which you hold in your next correspondence?

I am accusing your local authority of deliberately changing a birth certificate to change the name or adoption record of my daughter born in England. You have provided me no evidence to the contrary. Bless you. I don’t know if this will help you not, but in England we can request copies of what’s held on ‘Consumer Relations’ department of the Council’s files (Sars/FOIA Request) which can throw up alot of information/discepancies (such as from Complaints, if you’ve made any to the Council) and Councils do keep copies of care records. If you search ‘care records’ followed by the name of your Council, you should see a list of what records they keep in general just so as you know/have a better idea. Good luck! xx

Oh thank you tummum but you dont know my council. I have already asked in England this of my Council they referred me to GRO who referred me to GRONI and then they referred me to GRO GRO just hung up the phone and gave me an email address. Which i gave you all. What I would like to know is how many of you have been contacted by Tusla who on their page it says they would contact all parents? I certainly have not been contacted by Tusla to-date.

I haven’t been, but then again my problems have been encountered in England and I had alot of correspondence between the GRO and myself too who in the end, they referred me back to Family Court but i turned the events into a video on YouTube with the recordings of my experience, should you ever want to have a listen and comment. Adoption registrations will only be completed by GRONI on receipt of an official direction from the relevant Northern Ireland court.

every child that goes through the adoption process is issued with a new birth certificate, but it always states which court allowed the adoption and the case number, the prospective parents should also be issued with a copy of the child’s original certificate, to be given to said child when the time is right, or at least this is how it used to be done 😥 gl

Dear Sir,
Can you please provide me with your operating government constitution in relation to providing this information and making it available me .

I would point out the papers are full of this matter here.
As a EU independent state can you inform me if you are aware of the convention Human Rights Act and what it entails as agreed by the international community. as you seem reluctant to provide any information to me that would help me. Would you I rather I refer this matter to the European Union which you are a member and hope to be a future member. So that they will ask the more serious questions arising from this incorrect registration of certificates under St Patrick’s Guild, 50, Middle Street Dublin and 203 Merrion Road, Dublin 4 D04 NN12 originally established by Tulsa 2016[1]. I understand that An “incorrect registration” takes place when one or both of the following occurs: a)the name of a person who is not a birth parent of the child is entered in the register of births as a parent of the child; b) the name of the birth mother of the child is not entered in the register of births as the mother of the child. I understand there is no adoption order in place for my daughter and believe there is no current lawful application kinsman agreement as the carer is dead. I understand that the Irish Examiner brought to your attention that this was not just a one off case as the rage of registrations now covered 1946 to 1973 [2]. The Irish Times then extends this scope to 2005 and later 2015. and then further identified on Researching Reform [3].
It seems then you have been informed about this incorrect registration has been taking place for for sixty nine years and has been exploited by unscrupulous social workers in England. I have already informed you of two which you have not stopped or placed any action on. The (AAI) had warned the department about the size of the problem on three separate occasions, first in 2011, then in 2013, and again in 2015.
I understand that St Patrick’s Guild has now entered voluntary liquidation[4] serving E2 NOTICE OF APPOINTMENT OF LIQUIDATOR
Effective Date 17/12/2018. Clearly this does not go far enough in anyone estimate solve the problems to resolve the improper registrations and it will be seen, if there is debt or another matter forced Liquidation.
I trust you may now consider this important that you discuss this matter.

Tummum, I am told that if you have been to court and that a judge has made a ruling to remove a child to a foreign country then they need to be on the list of judges that can be certified to make this sort of ruling. I would suggest you should check.

I know this is something which wont have affected me, as I finally (after many years) have my boy home and know where he was living.
Useful information for all the parents who don’t know though and yes you are right, we get considered to make a vexatious request/could be- for sharing our concerns and daring to ask the questions we should be asking concerning our child’s welfare and mistakes which have happened.
The real ones being vexatious are them hiding things from us while we find out/try to find out and next thing, challenge it in Court post adoption then parents are likely to be told no jurisdiction.
There needs to be answers given with somewhere to go for remedy. There is far too much red tape involved xx

I have been busy since i wrote an update . I have contacted the Northern Ireland Public Ombudsman and had a conversation with them by telephone as I had been sending them information since August 2018 without a proper response. They promised to telephone me yesterday which did not happen stating there was nothing they could add. In my telephone call they seem to think 100 pages was excessive and tried to bring in their abuse procedure which I laughed at as it was a pathetic excuse.
Yesterday they forced me to complete a form which I have now sent them in their own organizations name. I also contacted Northern Ireland Police and advised them of the potential that Children trafficking potentially was occurring . I was then advised that the Director in charge of NIPSO would be reviewing the complaint.
I have also contacted INTERPOL . If you believe you could be affected by this then please register the same complaints with NIPSO, Police and INTERPOL in relation to St Patricks Guild adoption scandal as we are stronger together.

Me and my family were forced to leave the UK in fear that are 3 children would be forced adopted. Lies and false reports and impossible to prove are indecents. SS forced my partner to take medication against her doctors wishes. We have so much prove but no one want’s to take it on.

My daughters adoption agency went bust shortly after they achieved placement order and stopped my contact. The Goodman Team in Salford was part Manchester Adoption Society who went bust and this has caused me nothing but issues in relation to contact and also figuring out what actually went on the disappeared off the face of the plant. I still have not received my final contact photos
